Power BI licences, Microsoft Fabric capacity and related Microsoft services are platform costs. They are separate from the work required to model data, build reports, configure security and deploy the solution.

A useful proposal should identify both implementation scope and expected third-party platform costs so the buyer understands the full operating model.
